No Case Against Manmohan Singh, Rules Supreme Court in Coal Block Allocation Case

Supreme Court delivers verdict in Manmohan Singh coal block allocation case

The Supreme Court on Wednesday brought a decisive end to the Manmohan Singh coal block allocation case, setting aside a 2015 trial court order that had summoned the former Prime Minister as an accused. The bench also accepted two closure reports filed by the Central Bureau of Investigation (CBI), concluding that there was no evidence to prosecute Singh in the Manmohan Singh coal block allocation case.

Supreme Court Rejects Trial Court’s Decision

A bench led by Chief Justice of India Surya Kant, along with Justices Joymalya Bagchi and V. Mohana, ruled that the special CBI court had no valid reason to reject the investigating agency’s findings. The judges observed that the trial court had exceeded its jurisdiction by taking cognisance despite the CBI twice concluding that no criminal case was made out against the former Prime Minister.

Although Singh passed away in December 2024, the Supreme Court decided to examine the appeal to determine whether the 2015 summoning order was legally sustainable. The court found there was “no cogent reason” to proceed against him in the Manmohan Singh coal block allocation case.

A Decade-Long Legal Battle Comes to an End

The case originated from the 2005 allocation of the Talabira-II coal block in Odisha to Hindalco Industries when Singh also held the Coal Ministry portfolio. The trial court had alleged that approving the allocation despite a different recommendation from the screening committee benefited a private company while causing losses to a public sector undertaking.

However, Singh consistently maintained that the decision followed the government’s policy framework and involved no criminal misconduct. By accepting both CBI closure reports, the Supreme Court endorsed the investigating agency’s findings and formally closed the Manmohan Singh coal block allocation case.

The verdict also delivers posthumous legal vindication to the former Prime Minister, whose appeal remained pending before the apex court for more than 11 years.
